Value in culture, events & tourism is a complex idea, yet understanding value gives key insight into enjoyment, loyalty and sustainability.

Uncovering value in culture, events, and tourism is a complex area yet understanding value can give important insight into enjoyment, loyalty and sustainability (Seraj, 2012). Insight into value also feeds into effective strategic planning. The preference for aligning notions of value with measures of economic success has gradually given way to approaches which have sought to uncover the social and community impacts of such activities (i.e. Deery &amp; Jago, 2010). However, recognition of the potential value to be found here presents a series of other challenges. There are – for example – several levels at which engagement with an event can be meaningful (i.e. Smith et al. 2021) and, recognising the nuances of each necessarily has implications if any attempt to gauge the extent of an effect, and to attribute value, is to be successful. Expert and community priorities in terms of the prospective benefits of a cultural, touristic or sport event input might diverge quite considerably (Smith et al. 2021). Furthermore, the benefit felt by an individual can be experienced and interpreted quite differently from one person to the next, informed by their own circumstances, knowledge and enthusiasm. Yet, if value is to be appreciated fully, capturing the divergence and nuance of viewpoints is essential. Meaningful measurement of value is both a consistent consideration and – often – an occasion at which difficulty can be encountered. Challenge frequently occurs when the mechanism for measuring value is insufficiently considered at the outset of projects and, it subsequently becomes necessary to ‘retrofit’ evaluative approaches to achieve an understanding of value. In the Annual CCSE Symposium, we seek to explore the complex topic of value across our three main contextual focal points: culture, sport events and tourism. Welcome & Introduction

For decades, the value of sport events for host destinations and event owners has been dominated by an economic logic that has stressed the multiplier effects of hosting. However, the over-reliance on the economic imperative has affected how these events have been perceived and their wider value to the people and places that host them. Over the last decade the social and environmental value of sport events has become more prominent in academic, policy and practitioner communities but there remains uncertainty as to how best to assess these activities. In this panel discussion, we hear from prominent academic, policy and practitioner voices as to the state of play in developing robust but nuanced social impact assessments for sport events.

That cultural events and festivals go beyond standard return on investment has long been undertood. Recently, policymakers, governments and industry have been keen to demonstrate cultural value in terms of social inclusion, cultural understanding, tolerance, trust and shared experiences. Only when we begin to see culture as part of public value, benefitting citizens, artists and cities do we begin to see policymakers move away from the standard measurement approaches and, realise the potential to engage in cultural practices that allow us to use culture as a vehicle for change; a progressive opportunity to enhance quality of life and wellbeing in communities and beyond. In this panel discussion we will draw on the experiences of international art producers, policymakers and academics to discuss how we ensure that we continue to value culture in a manner that is sustainable and in partnership globally.

Panel Discussion: Valuing Culture 

The inherent relationship between sustainability and tourism has received increasing scholarly attention. Tourism scholars have relayed frustrations regarding our inability to effectively engage in sustainability practices leading to calls for new approaches and models to support practical outcomes. Over the last 5 years, debates about Degrowth, Socialising Tourism, and Regenerative Tourism have been popularised. Notably, tourism has been recognised as a sector able to drive the changes proposed by the 17 United Nations SDGs. The industry itself is adopting some of these new concepts and understanding. For example, in April 2023, the City Destination Alliance launched its new strategic plan focusing on Regenerative Tourism. In this panel discussion we will draw on the experiences of policymakers and academics to discuss how tourism is changing in the face of global challenges and, how new understandings and values in tourism can shape the future of society.
