A virtual roundtable discussion on deepening the inclusiveness of global tax negotiations.

Since 2013, the formal structure of global corporate tax policymaking has changed. Decisions are no longer made by 37 OECD members, but by 137 countries from all regions and levels of development through the OECD/G20 ‘Inclusive Framework’ (IF) on Base Erosion and Profit-Shifting (BEPS). Official documentation emphasises that all countries participate on an ‘equal footing’, but some participants and observers have emphasised that developing countries in particular face practical obstacles that lead to unequal participation in practice.During the last year, the ICTD has been studying the experiences of lower-income countries in global tax negotiations. This event marks the launch of a working paper based on interviews with 48 stakeholders, most of them current or former participants in IF decision-making. The ICTD’s research explores lower-income countries’ achievements in negotiations since the BEPS process began, develops a typology of mechanisms of influence, and suggests recommendations for strengthening them.Join us to learn about the research findings and hear reflections from a panel of tax negotiators from lower-income countries. <h2>Une tablée plus grande, mais toujours le même menu ?</h2><h3>Renforcer l’inclusion des pays en développement dans les négociations fiscales mondiales </h3>Depuis 2013, la structure formelle de la politique fiscale sur les sociétés au niveau mondial a changé. Les décisions ne sont plus prises par les 37 membres de l’OCDE, mais par 137 pays de toutes les régions du monde et de tous les niveaux de développement suivant le cadre inclusive (CI) de l’OCDE/G20 sur l’érosion de la base d'imposition et le transfert de bénéfices (BEPS). Les documents officiels insistent sur le fait que tous les pays participent sur un ‘pied d’égalité’, mais certains participants et observateurs ont souligné que les pays en développement font face à des obstacles d’ordre pratique qui engendrent sur le terrain une inégalité dans la participation. 
Depuis un an, le Centre International pour la Fiscalité et le Développement (ICTD) étudie les retours d’expériences des pays à faible revenu dans le contexte des négociations fiscales mondiales. Cet évènement marque la publication d’un document de travail basé sur les témoignages de 48 intervenants, actuellement ou anciennement impliqués dans les prises de décision au sein du cadre inclusif. Les recherches menées à l’ICTD s’intéressent aux résultats obtenus par les pays à faible revenu dans les négociations depuis l’implémentation du processus BEPS, développent une typologie des mécanismes d’influence et émettent des recommandations pour les renforcer.

Las decisiones ya no las toman 37 miembros de la OCDE, sino 137 países de todas las regiones y niveles de desarrollo a través del "Marco Inclusivo" (MI) de la OCDE/G20 sobre la erosión de la base y la transferencia de beneficios (BEPS). En la documentación oficial se hace hincapié en que todos los países participan en "condiciones de igualdad", pero algunos participantes y observadores señalaron que los países en desarrollo en particular se enfrentan a obstáculos prácticos que conducen a una participación desigual en la práctica. 
En el último año, el Centro International para la Fiscalidad y el Desarrollo (ICTD) ha estudiado las experiencias de los países de bajos ingresos en las negociaciones fiscales mundiales. Este evento marca el lanzamiento de un documento de trabajo basado en entrevistas con 48 partícipes, quienes en su mayoría han tenido o tienen que ver con el proceso de toma de decisiones dentro del MI. La investigación llevada a cabo por el ICTD examina los logros de los países de bajos ingresos en las negociaciones tributarias desde el comienzo del proceso BEPS. De igual manera, el ICTD elabora una tipología de los mecanismos de influencia y sugiere recomendaciones para fortalecerlos.
