Developing the early competition model

About this Event

In its Sector Specific Methodology Decision document, published in May, Ofgem asked the ESO to develop an Early Competition Plan (page 16 of the ESO document). The plan will set out a potential model of early competition and how this would be implemented.

As part of producing the Early Competition Plan, the ESO is holding a series of stakeholder engagement events.

This workshop is aimed at stakeholders who have a direct interest in CATO competitions (such as potential bidders or network companies). We will be seeking expertise to help us develop the process. Numbers of attendees are limited.

We are keen to explore models that invite participation as early as possible in the project development process because this provides the greatest opportunity for innovation solutions and can truly unlock the benefits of competition. We would therefore welcome views on how this could work in practice. In particular, we would like to explore:

• How we identify which network needs should be competed

• What information would you require at different stages of the process in order to form bids

• How could we manage uncertainty and changing requirements post-tender

The workshop will run from 9:30 to 12:30, followed by an optional lunch until 13:00.
