NAHT is running a series of half and full day briefings on Primary Assessment and School Funding. Delegates can choose to attend either or both sessions, and will need to select the appropriate ticket when booking. Lunch will only be provided for full day delegates.

Primary Assessment: Where are we now and where next?

Appropriate for: School leaders in NAHT and Edge working in primary schools (England)

Session Leader: Sarah Hannafin, NAHT Senior Policy Advisor

This briefing will provide a full update on the work of NAHT to change and influence the system of primary statutory assessment.

There will be a focus on the recently published government response to their consultation on primary assessment, and how they are taking proposals forwards. These will include:

  • Changes to the statutory assessment of writing for all pupils coming into effect this academic year, with further changes to the other teacher assessment frameworks planned for 2018/19
  • A new multiplication check for all Year 4 pupils from 2019/20
  • Improvements to the Early Years Foundation Stage and Profile from 2020/21
  • A baseline in reception to be piloted in 2019 and introduced in 2020
  • A removal of the statutory requirement to assess pupils using P scales
  • Development of the pre-key stage standards to assess those pupils engaged in subject specific learning from 2018/19

Sarah Hannafin works as a senior policy adviser for NAHT, and is the organisation’s lead on curriculum and assessment. She works closely with the DfE, STA and key stakeholders to take forward the campaign priorities in this area.

School Funding: the national funding formula and the government’s plans for encouraging financial efficiencies

Appropriate for: Head teachers and School Business Leaders in all schools (England)

The new national formula was announced by the government in the 14th September and will determine school funding from April, 2018.

The DfE’s response to the school funding crisis has been to set out ambitious plans for schools to make £3billion of savings by 2020 and whilst NAHT has expressed doubts that this target can be met, this session will look at where they are focusing, and some of the current tools and materials to support schools.


  1. To brief delegates on the new national funding formula and the formula for high needs, and what this could mean for your school
  2. To consider the government’s plans to encourage greater school efficiencies and review the tools available

Valentine Mulholland is Head of Policy at the NAHT, and heads up a team of policy and research professionals that develop and campaign for NAHT’s policy positions with campaigning priorities on: school structures and school improvement; funding; school business management and school efficiencies; assessment and accountability; teacher working conditions and recruitment; and pupil wellbeing. She works closely with the DfE and key stakeholders to take forward those campaigns and attends the DfE’s working groups on school funding; school efficiencies and academy funding.

Bookings may only be transferred at the discretion of the Professional Development team. These will need to be made in writing to before the event. Transfers and cancellations may be subject to a charge.
