Ms Wu Tzu-hsien is Section Chief at the Department of Human Rights and Transitional Justice, Executive Yuan, Taiwan. She leads the development and coordination of key national human rights initiatives, including the National Human Rights Action Plan, the implementation of the Business and Human Rights framework, and the design, delivery and evaluation of human rights training for civil servants.

This presentation outlines Taiwan’s National Human Rights Action Plan as a governance framework for implementing human rights. It demonstrates how NHRAP integrates with the SDGs, supports cross-ministerial coordination, and incorporates monitoring and public participation, while highlighting key implementation challenges.
