"IMO’s Global Projects to Address Greenhouse Gas Emissions from the Maritime Sector"

Live stream of the Technical Lecture of the IMarEST South East England & London Home Counties Branch, presented by Dr Jose Matheickal, IMO.

Technical cooperation and assistance in the form of major global projects have the potential to generate transformative positive impacts in addressing greenhouse gas emissions from shipping through catalysing legal, policy and institutional reforms (LPIR) in developing countries and facilitating technology cooperation. The presentation will cover two new major technical cooperation initiatives by IMO namely, the GEF-UNDP-IMO Global Maritime Energy Efficiency Partnerships Project (GloMEEP) and the IMO-EU Maritime Technology Cooperation Centre Network (MTCCN) Project. Both projects were developed in response to resolution MEPC.229(65) on Promotion of technical co-operation and transfer of technology relating to the improvement of energy efficiency of ships which, among other things, encourages technical cooperation relating to the improvement of energy efficiency for ships. The GloMEEP Project involves 10 Lead Pilot Countries who have committed to taking a fast track approach to national level LPIR aimed at supporting implementation of MARPOL Annex VI. The project also includes the establishment of a Global Industry Alliance to promote innovative ideas and information sharing. The MTCCN project aims to establish five regional centres of excellence with a view to institutionalize capacity building efforts at regional level while promoting technical cooperation and technology diffusion in developing countries. The presentation will provide salient features of these new IMO initiatives, progress achieved so far and opportunities for partnerships.

Dr Jose Matheickal is currently the Head, Technical Co-operation Coordination & Major Projects Section of the IMO’s Marine Environment Division. He is also the Chief Technical Adviser to the IMO’s GloBallast Programme. His experience in the field of environmental management includes the implementation of major environmental infrastructure related projects in developing countries, development and implementation of public-private sector partnership programmes, coordination of large-scale technical cooperation projects dealing with marine environmental issues and research and development in the field of environmental technology development and technology transfer. He studied environmental engineering at the Indian Institute of Technology (IIT) and obtained his Ph.D. in Environmental Science and Engineering from Griffith University, Australia.
