This year's local election results delivered an indecisive set of verdicts for both Labour and Conservative aspirations. Neither party made a definitive breakthrough in urban areas and the number of city councils reamined largely unchanged. If anything, the poltical divides that emerged in urban England at the 2017 general election - between bigger cities and smaller cities, and buoyant and struggling places - are persisting.
We ask a panel of experts: Has the Government given Metro Mayors and strategic authority leaders the right set of tools, powers and money to solve their area's unique set of challenges?
