Changes in out-of-home food purchasing following England’s calorie labelling regulations: a controlled interrupted time series

Dr Cornelsen (LSHTM) will present the evaluation of the new calorie labelling regulations implemented in England. This evaluation is one of the projects conducted within the NIHR School for Public Health Research 'Healthy Places, Healthy Planet' research programme, and the seminar will be co-hosted by the SPHR NEE Network (https://sphr.nihr.ac.uk/sphr-network-for-the-use-of-natural-experiments-in-public-health/) and HP2 Programme (https://sphr.nihr.ac.uk/category/research/healthy-places-healthy-planet-2022/). As part of a national obesity strategy, large out-of-home (OOH) food businesses in England have been required by law to display calorie information on menus since 6th April 2022. This study investigates whether the policy’s implementation was associated with changes in calories purchased OOH. Controlled interrupted time series analysis was used to estimate changes in calories purchased from all OOH outlets in England (intervention group). The control series consisted of purchases from non-chain outlets in Scotland and Wales. Linear regression, adjusted for season and inflation, was used to model level and trend changes compared to the counterfactual of no mandatory policy. We found, compared to the counterfactual, no evidence of a change in overall calories purchased OOH associated with mandatory calorie labelling; supporting existing evidence that labelling information provision alone is unlikely to secure significant changes in food purchasing behaviour.
