OPEN DATA AND DATA LITERACY ROUND TABLE MEETING

We would like to invite you to an Open Data and Data Literacy Round Table Meeting which is hosted by the Scottish Government. This meeting will be chaired by Roger Halliday, Chief Statistician &amp; Data Officer, Scottish GovernmentOn 31 January 2019, Scotland’s Scotland's Open Government Action Plan 2018-2020 was launched. This contains a series of detailed commitments. One of these commitments is to improve the way information and data are used, in particular around developing data literacy within Scottish society. We recognise that giving greater access to information alone is not sufficient. The ability to find and filter databases and datasets, identify and isolate noteworthy information from raw data, and turn this into insights to inform decision making all remain out of reach for most citizens. Thus, data literacy must be developed in order to foster citizen empowerment through the use of data. Our aims of this round table meeting are:•	To scope out, identify and seek agreement on what the Scottish Government and its partners can do to tackle the issues of data literacy. •	To secure agreements from delegates about what can be achieved in the context of Scotland’s Open Government Action Plan and how we can measure success in an sustainable manner. Below is a draft agenda:•	10:45 – 11:00 - Introduction and purpose of the round table meeting – Roger Halliday, Scottish Government•	11:00 – 11:30 – Short pitches on challenges &amp; opportunities in addressing open data and data literacy – Invited speakers •	11:30 - 12:00 - Open data commitments within Scottish Government Open Government Action Plan 2018-2020 - Liam Cavin, Scottish Government•	12:00 – 13:00 – Lunch and networking. Lunch will be provided•	13:00 – 14:15 - Breakout groups (facilitated by Scottish Government colleagues) and feeding back from breakout groups(1) – Improving Data Literacy Examples of good practice in improving data literacy How do we help people to find the data sources they need to improve data literacy Key delivery partners and how we work together to address the issues of data literacy. What we could do and what we should do? What is our priority?(2) – Improving the accessibility of Open Data Examples of good practice in opening up public sector data How we can collaborate to improve the availability and accessibility of Scottish public sector data What other types of data do people want to see on a public sector open data platform and how do we prioritise effort? How should the Scottish Government and its partners work together to improve the communication of open data to a non-technical audience •	14:15 – 14:45 – Closing comments and agreeing next steps – Roger Halliday, Scottish GovernmentLunch will be provided.Please note that we are inviting attendees from a wide range of organisations. In the spirit of openness, we are publicising the event and happy for it to be shared. But please note that places are very limited (35 maximum, which includes Scottish Government officials). We reserve the right to ensure that a plurality of voices are heard, and not let the attendees come from too few, or too similar organisations. In most cases, we will be limiting invites to one delegate per organisation, unless good reason is given.
