Regulating Digital Energy Platforms

The EnergyREV consortium comprises over 60 researchers from 22 Universities who will work together to tackle the challenges around smart local energy systems from an interdisciplinary and whole-systems viewpoint which will provide an unprecedented breadth of expertise and depth of knowledge.

Digital energy platforms are emerging in a currently unregulated space. Could they help shape the future of energy policy and regulation?

Digital platforms provide connections between users who can offer products and services and users who need them. They have been long been transforming sections of the global economy, but energy has yet to see the transformative impact seen in sectors like transport (e.g. Uber, Lyft), retail (e.g. eBay) and accommodation (e.g. Airbnb). Digital energy platforms (e.g. peer-to-peer trading, local energy markets, virtual power plants) are, however, rapidly developing, and feature heavily in the Prospering from the Energy Revolution (PFER) Smart Local Energy System (SLES) projects. As a currently unregulated space, innovative technologies and business models are emerging, but this comes with potential risks to both the energy system and its users. Through the lens of SLES, EnergyREV has conducted a review of current policy and regulations that are likely to affect the emergence of digital energy platforms. In this panel discussion we will briefly highlight our key findings, and will discuss with our panel experts where the PFER projects have opportunities to help shape how digital energy platforms may be regulated in the future. <h3>Panel Speakers</h3>Dr Jeffrey Hardy is a Senior Research Fellow at the Grantham Institute at Imperial College London. He leads a team in the UK Energy Revolution Research Consortium (EnergyREV) examining the policy and regulation of smart local energy systems. He is also a Non-Executive Director of Public Power Solutions and a member of the UK Power Networks Customer Engagement Group.Previously he was Head of Sustainable Energy Futures at the GB energy regulator, Ofgem and Head of Science for Work Group III of the Intergovernmental Panel on Climate Change. He’s also worked at the Department of Business, Energy and Industrial Strategy, the UK Energy Research Centre, the Royal Society of Chemistry, the Green Chemistry Group at the University of York and at Sellafield as research chemist in a nuclear laboratory.Dr Madeleine Morris is a postdoctoral research associate at the Grantham Institute at Imperial College London and working within the policy and regulation team of EnergyREV. Previously, Madeleine was a PhD student working across the departments of chemistry, physics and materials engineering to research novel materials for enhancing efficiencies of solar energy conversion. Kelsey Devine is Project Manager at Piclo and linked to the PFER demonstrator project LEO (Local Energy Oxfordshire).Dinker Bhardwaj is the Head of Data Policy in the Electricity Systems team at BEIS. He previously worked on the price control regulation (RIIO) of electricity distribution networks.In his current role, Dinker leads the Modernising Energy Data Programme at BEIS, which is a key policy action to enable a smart energy system.Dinker is passionate about applying his experience and skills towards finding solutions to the policy challenges of our times. He holds a Master of Public Administration from the London School of Economics and a Master of Business Administration from NITIE, India.

<h3>About EnergyREV and the PFER programme</h3>Over £100 million has been invested by the UK Government in the Industrial Strategy Challenge Fund (ISCF) Prospering from the Energy Revolution (PFER) programme.The PFER programme will provide investable, scalable local business models using integrated approaches to deliver cleaner, cheaper energy services. This will lead to prosperous and resilient communities and benefit the energy system as a whole.EnergyREV’s broad expertise will provide coordinated research and innovation support across the PFER programme. It will deliver innovations to support the various projects, while independently reviewing and synthesising the knowledge and evidence of how smart local energy systems can be successful.EnergyREV will work with the demonstration and design projects funded through the PFER programme through their lifetime; undertaking analysis and evaluation, building and driving best practice and, leading knowledge exchange through national and international engagement with policy, academic, industrial and public communities.Our novel research, detailed evaluation of other PFER activities and synthesis of knowledge and data will help accelerate and deliver the PFER goals and enhance UK competitiveness.
