In his previous role Dr. Rogers - who recently joined SPS as an honorary fellow - led a range of work on devolution, independence and intergovernmental relations during the Salmond and Sturgeon governments through the lead-up to the 2014 referendum to the Covid pandemic and beyond. His involvement in Scottish constitutional policy dates back to 1997 when he worked on the legislation to establish the Scottish Parliament.
