The Green Book is the main Treasury guidance for officials and analysts who work on business cases and appraisals. In October 2020, the Chancellor published a review of the Green Book which recommended changes to better support the Levelling Up programme. In July 2021, supplementary guidance for wellbeing was published to become part of the Green Book methodology.

Pro Bono Economics, the What Works Centre for Wellbeing and State of Life are coming together to create training to implement the recommendations of The Green Book, and the supplementary guidance for wellbeing.

Led by Jon Franklin, Chief Economist at Pro Bono Economics, and Nancy Hey, Executive Director at the What Works Centre for Wellbeing, this course is designed for economists and the aim with the training is to increase awareness, confidence and capability.

This one-hour lunch and learn is an introductory session. We will be going through:

The Green Book and its role in bringing wellbeing into policymaking
The role of wellbeing in business cases and in developing the strategic case
How to locate the relevant parts of the guidance for appraisal and evaluation

These sessions will be taking place online. There will be an opportunity to discuss with our panel and ask questions at the end of the session.

Attendees will also be offered the possibility to join a half-day economist workshop on the HMT Supplementary guidance on wellbeing, to increase confidence and capability to use it in 2023. This session will be more in-depth, looking at data and working on calculations and tools.

Wellbeing Valuation Introductory Session
