When Science Meets Power

The Institute for Policy Research (IPR) is a leading public policy research institute, based at the University of Bath. We aim to further the public good through research into issues of significant relevance to policy debate and decision-making, building links with the worlds of policy and practice, and increasing public understanding of policy research through our public events and publications.We deliver activities for policymakers, researchers and practitioners to enable dual learning and original contributions to both research and practice, delivered through our Policy Fellowship Programmes, International Visiting Fellows scheme, and postgraduate programmes including a Masters in Public Policy and Professional Doctorate in Policy Research and Practice.

Science and politics have collaborated throughout human history, and science is repeatedly invoked today in political debates, from pandemic management to climate change. But the relationship between the two is muddled and muddied. In his recent book <a href="https://blackwells.co.uk/bookshop/product/When-Science-Meets-Power-by-Geoff-Mulgan/9781509553068" title="https://blackwells.co.uk/bookshop/product/When-Science-Meets-Power-by-Geoff-Mulgan/9781509553068" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">'When Science Meets Power'</a>, leading policy analyst <a href="https://profiles.ucl.ac.uk/76510-geoff-mulgan" title="https://profiles.ucl.ac.uk/76510-geoff-mulgan" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Geoff Mulgan</a> calls attention to the growing frictions caused by the expanding authority of science, which sometimes helps politics but often challenges it. He dissects the complex history of states’ use of science for conquest, glory and economic growth and shows the challenges of governing risk – from nuclear weapons to genetic modification, artificial intelligence to synthetic biology. He shows why the governance of science has become one of the biggest challenges of the twenty-first century, ever more prominent in daily politics and policy.About the SpeakerSir Geoff Mulgan CBE is Professor of Collective Intelligence, Public Policy and Social Innovation at University College London (UCL). From 1997 to 2004 Geoff had roles in the UK government including director of the Government's Strategy Unit and head of policy in the Prime Minister's office. He is on the advisory panel for <a href="https://www.europarl.europa.eu/stoa/en/home/highlights" title="https://www.europarl.europa.eu/stoa/en/home/highlights" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">STOA</a> which advises the EUropean Parliament on science and technology. He was a World Economic Forum Schwab Fellow from 2019-22, and a fellow of Demos Helsinki and the New Institute in Hamburg. Since 2023 he chairs a European Commission programme on 'Whole of Government Innovation'.
